This is not the best choice in this case. Amy is already using budesonide, an inhaled corticosteroid, as part of her budesonide/formoterol therapy. Increasing her dose by switching to another ICS (fluticasone) does not address her preference to avoid escalating steroid treatment either. Please go back and consider another option, which can achieve similar goals when allergen- or exercise-induced asthma are triggers.
